Mr. Yuan Haiying Participated In The 2016 Government Affairs Forum

On June 16th, 2016, the annual China Government Affairs Forum convened in Beijing. Mr. Yuan Haiying, the Founder and President of Yuan Associates, delivered his speech in the closing plenary session. He discussed his views on the changing state of China’s economy in the New Normal and the corresponding tasks that lie ahead in the field of Government Affairs. His speech was warmly received by all of the attendees.


During his speech, Mr. Yuan Haiying pointed out that China’s New Normal consists of three main elements: an economic downturn, an adjusting industrial structure, and an innovation-driven economy. China’s current stage is indisputably an economic downturn. The main challenge ahead is whether China’s economy can successfully transition to higher ground, whether it has the capability to shift to an innovation-driven economy, and whether it can withstand the current economic downturn. In other words, the test is whether China can truly enter into the “New Normal.” Mr. Yuan pointed out that the only proper way to solve these challenging problems is through opening up the economy through reforms, breaking various obstacles to the development of the market economy, and allowing the market to play a decisive role in the allocation of resources. 

 
Furthermore, Mr. Yuan expressed that for MNCs, the main focal point for policy advocacy is still at the central government. At the local government level, MNCs are cooperating with local governments to implement central policies and seek ways to advance opportunities for business cooperation. One of current characteristics of the Chinese government is that it changes its policies rather quickly and frequently. Due to these reasons, MNCs must be able to adapt and react timely while effectively measuring their position within the framework of these policies. MNCs need to engage in effective communication with the government and its appeals for political advocacy. Overall, the CPC’s main path is “One Central Task, and Two Basic Points.” This philosophy remains unchanged, and it continues to drive further economic development.
